Planning Application to the rear of Church Street / Thorpe Downs Road - Feedback Deadline amend

Further to the previous post about the planning application to the rear of Church Street, the deadline for comments has now been extended from 13th December to 19th December.

Following our recent review of the Safer Neighbourhoods meeting, we announced our new PCSO.  Since the publication of that news we have been informed of a change to the PCSO for the Church Gresley area.

We are now very pleased to welcome PCSO Kate Bottomley into her new role and look forward to working with her.  She has taken the @GresleySNT Twitter account and her contact details can be found in our useful contact information page.

Recent Road Safety Event on The Delph

On Friday 22nd November the Safer South Derbyshire Partnership held an event on the Delph in Swadlincote to highlight the importance of Road Safety.  Assisted by the Police and the Fire Brigade, information about road safety was made available for the public and there were demonstrations as reported in the link below.

Christmas Lights Switch On - This Friday

Just a reminder that the Christmas Lights will be switched on in Swadlincote this Friday.  As normal the Town Centre will be busy and hopefully it will be another special event with a great atmosphere.

Environment & Development Services Committee

The recent Environment and Development Services Committee on 21st November consisted of the following items:


  • Review of the Corporate Plan with comments on the Draft Local Plan being behind due to further consultation and also reference made to recycling figures.  The initial figures were very strong over the first month of collection but more data is required as the first week of collections followed an extended period of  potential collection due to the bins being delivered in advance. the report was duly noted.
  • Report on the Alternative Route of HS2 through South Derbyshire and Derby (see below) - the committee voted unanimously to approve the preferred original route which roughly follows the M42 and A42 then tunnels under East Midlands Airport and has a station between Derby and Nottingham at Toton.  The report stated that the Economic benefits from HS2 to the East Midlands region would be more than if the alternative route were to be used which was a key point aside from the disruption the route would cause as shown in maps below.  On further questioning, the benefits from HS2 have not been worked out on a district basis.
  • Report on the air quality in Repton - this very detailed report considered the monitoring of air quality in Repton - particularity on the High Street.  Of particular interest was a spike in air pollution which coincided with the sever roadworks in Burton on Trent with the surfacing near the Trent Bridge.  The question was asked about further monitoring in key parts of the urban core including Church Gresley.  The report was noted.
  • The Regulator and Business Partnership Charter - this report considered a Local Enterprise Partnership scheme for the council to join and was approved.
  • The work program was also noted.
HS2 Alternative Route.

Below are a series of maps showing the proposed route of HS2 and also a number of alternatives.  The full report can be read on the attached link and a consultation document can be found on the HS2 website.  The document linked below itself is 426 pages long but it does allow to skip to relevant pages.  The maps are extracted from the report.  As noted above, the alternative route via South Derbyshire was voted against.  It must also be noted that HS2 itself may not happen.  The likelihood of this alternative route happening is exceptionally slim but is certainly worth noting. 


The alternative route in question is the route that branches to the left towards Burton and up through Derby.  The alternatives to the right are different configurations around Measham.
In more detail, this map shows the proposed alternative enter the district near Lullington and Coton

The route then passes Linton and into Stanton near the White Horse Public House on the route of the old railway line towards Newhall and Bretby

After Bretby the route heads near Newton Solney towards Repton, through Burton golf course.

The route then heads over the Trent on a viaduct from Repton, through Willington and joins the existing line to Derby

Safer Neighbourhood / Area Forum Review and Thanks to Adrian Millar

As previously advertised on the blog the Area 4 Safer Neighbourhoods Meeting took place on Tuesday 12th November at Granville School

A summary of the meetings can be seen below.

During the initial phase of the Safer Neighbourhood Meeting during which the Police talk through the issues in their areas, it was noted that PCSO Adrian Millar has left his position as PCSO for Gresley and is now training to be a full time police officer.

As we requested at the meeting we would like to express our thanks to Adrian for his time in Gresley.  He was always approachable and was a recognised figure within our community and was a very good PCSO.  We will miss him and give him our sincere best wishes in his future career.

Adrian is being replaced by PCSO Kelly Barratt who will work alongside our local PC Rob Pilkington.  We welcome Kelly to Church Gresley and look forward to working with her. We will update our contact details on the Useful Contact Information page.

Key Points of the Safer Neighbourhoods Meeting were:


  • Main priorities set were related to Road Safety (mainly speeding).
  • There are issues with parking on Pennine Way following the construction of the new school
  • Cllr Mulgrew appointed Vice Chair
  • Safer South Derbyshire Partnership updates included the consultation with Skate Park users to upgrade the equipment.
  • There were 3 funding applications submitted for consideration and all were approved and achievable within the funding budget.  These were:
  • A grant towards equipment to support a Duke of Edinburgh Scheme for Youngsters in local schools.
  • A grant towards equipment to support a group who educate youngsters in current affairs / democracy and hold debates within local schools.
  • Some security equipment for a shop in Swadlincote following some recent issues.


Key Points from the Area Forum Meeting were:


  • Update on Highways issues including Woodville Regeneration scheme which missed out on funding due to cutback directly from Central Government.
  • Reminder of forthcoming deadline on feedback for the SDDC local plan (deadline has now passed).
  • General happiness from residents with the new recycling system.
  • Update on Gresley Memorial Club - still unable to take any firm action due to ownership issues.
  • Complaints of Golf Balls on Geary Lane
  • Issues with Road Surface on A444, particularly for cyclists.

We have today received notification of Planning Application 9/2013/0946 which is titled as below:

Safer Neighbourhoods and Area 4 Forum

Tuesday 12th November marks the quarterly Safer Neighbourhood and area forum for Area 4.  This is a public meeting and all are welcome and encouraged to express views and concerns.  The event for this quarter is Granville School in Woodville.  The event will be open from 5.45pm for refreshments and registration.

Area 4 comprises the wards of Church Gresley, Swadlincote and Woodville and the meetings take place at various places within these wards.

The first meeting (Safer Neighbourhoods) runs from 6.15pm to 7.15pm and includes the following:


  • Introduction and review of previous minutes
  • Summary of  Crime figures and presentation by local police of issues / initiatives.
  • Safer South Derbyshire Partnership update.
  • Project funding ideas and approval
  • Open question session from the public.
  • Agreement of Priorities.
The second meeting (Area Forum) runs from 7.30pm and includes the following:


  • Introduction and review of previous minutes.
  • Presentation from SDDC regarding a topical subject.
  • Questions and Feedback to County Council Liaison Officer.

Surgery and Remembrance Service Review

Our last surgery was fairly busy again on Saturday.  Due to the exhibition for York Road School there were a large number of people at the coffee morning which takes place at the same time as our surgery and makes for a nice atmosphere, though we still ensure that any issues are dealt with confidentially if required.

The weekend just gone has been a busy one within the ward with the event above and also a very well attended Craft Fair at the Old Hall on Saturday.

Today the Remembrance Service was held at the War Memorial opposite Maurice Lea Park followed by a parade to St George and Mary's Church.  Once again the event was very well attended and our thanks go to the Staff from SDDC for keeping the road closed to ensure this went smoothly.

It is also worth mentioning that it is the first Remembrance Service since our vicar David Perrett retired.  We wish David all the best and would like to say that today's proceedings were excellently performed by Lay Preacher Caroline Carr.  She was well supported at the Memorial by Theresa Tilley and especially the young man playing the Bugle for the Last Post. Credit goes to the Scouts, Guides and Brownies who carry on the legacy of remembrance and all other organisations present.

Church Gresley Infant & Nursery School Moves

After several years of waiting, the new Church Gresley Infant and Nursery School is now open.

To mark the occasion on Friday 8th November, a service was held in the playground of the old York Road comprising of songs with help from the Gresley Male Voice Choir, a symbolic release of balloons and some prayers from local Minister Andrea Sims.  This was followed by a parade of the children between the old school and new school and 2 lucky children selected at random cut the tape in an unofficial opening ceremony.

I have attached some pictures below which are not of fantastic quality but give an indication of the event.

Some pictures that were of fantastic quality were on display at the Methodist Church on Saturday 9th November and the exhibition was very well attended.  With pictures and documents relating to the school throughout it's 136 year history, there were a lot of nostalgic reminiscences.

Cheryl Pidgeon announced as Labour Parliamentary Candidate for South Derbyshire

We are pleased to congratulate Cheryl Pidgeon on becoming the Labour Parliamentary Candidate for South Derbyshire.

Cheryl was chosen ahead of fellow Candidate Dawn Elliot in a very well contested event on Saturday.  We feel that Dawn deserves credit for her campaign and we are grateful to both Dawn and Cheryl for helping out at our recent Street Surgery.

We now look forward to working together to return a Labour District Council and Member of Parliament in 2015.

Safer Homes

What is Safer Homes South Derbyshire?

A free service working to improve security in the homes of older (aged 60+) and vulnerable people who live in South Derbyshire.

The scheme works by installing security equipment free of charge. In addition, the Safer Homes operative will give free crime prevention advice. Anyone can refer themselves or someone else they feel could benefit from the scheme using the attached referral leaflet.



Fire Service Consultation events

The below item is of extreme importance to us all in South Derbyshire.  This is a fairly radical change to the way the fire service is run in our local area.  The document on the link below is a very lengthy document but is worth reading.

In a nutshell, it is looking to cut back the amount of cover in Swadlincote, close the station in Melbourne.  These proposals are based on data showing the reduction in call-outs from the fire brigade over recent years.  But do these proposals properly take into account the response times to those areas, and this could include the crucial second vehicle?

The feedback from the public is vital.  Please take a few minutes to look at the proposals via the link or visit the even being held on the Delph on 15th November as shown below.

Fit to Respond Consultation

Following approval from the Derbyshire Fire & Rescue Authority (DFRA) in September this year, a consultation with stakeholders on proposals to transform Derbyshire Fire & Rescue Service’s service delivery for 2022 and beyond commenced.

On the 1 October 2013, consultation began with internal stakeholders via a series of meetings which have been taking place at departments and stations throughout the Service.  The second phase of the 12 week consultation is now due to begin on the 1 November with a series of consultation events being held at public venues throughout the County.

Recycling and Sports Awards news

As you are aware (and if you are not, please let us know!) the new recycling scheme started recently with the 3rd bin.  The first collection of the bins has seen the recycling figures increase dramatically.  For more details, please see the following link:

Gig at Newhall Labour Club

On Saturday 9th November, local band The Ant Hill Mob are performing at Newhall Labour Club.  Tickets are £5 for 12 years and over and £1 for under 12s.

Half Term Activities

It's hard to believe that half term is nearly upon us again!

Street Surgery on Saturday

We will be conducting a street surgery in the Drum & Monkey area of Castle Gresley this Saturday, subject to the weather.

This gives us a great opportunity to meet with residents and address any issues they may have.

Thorpe Downs Road Planning Application Withdrawn

As you may be aware, the planning application below, relating to a strip of land to provide a road at the bottom of Thorpe Downs Road has been withdrawn.

This application had attracted a lot of response from residents and had been brought in front of the planning committee.

There were a great number of comments submitted to the officers at SDDC.  Following some of the feedback, it had been requested that a Newt survey was to take place and this can only happen at certain times of the year.  As a result, the applicant has withdrawn the application.

This does not affect any other potential development in the area and we recommend that residents take time to look at the Local Plan information on the SDDC website, on the link below:

From scanning the local press of late there have been a number of cases where residents are unhappy with proposed development with plans in Linton and Repton recently featuring.

Planning Application for Cadley Hill Development

As mentioned previously in the blog, outline planning permission was granted earlier in the year for a mixed housing and employment development off Swadlincote Lane near Cadley Hill and Castleton Park.  This was a development that we spoke against for a number of reasons including school provision.

The more detailed proposal for the first phase of housing has now been submitted as an application.

Crossing work finally gets the go-ahead

After much negotiation, the zebra crossing on Wilmot Road which provides a key pedestrian link between Church Gresley and Swadlincote will be upgraded to a puffin crossing.

A new crossing will be installed further down Wilmot Road near the park to provide a safe crossing point near The Common.  The new crossing is mainly funded from developer contributions from the Staley Close development and therefore has to be used in the locality.

Church Gresley & Infant School Celebration Event

As you may be aware, the Infant and Nursery School on York Road is due to relocate to the new site on Pennine Way in November.  The school opened in 1877 so there are 136 years of memories within it's walls.  It has been a focal point of the village and been at the heart of the community for that time.

In order to mark those memories, the school is holding a celebration event on Thursday 10th October between 3 and 6pm.  A poster is attached below and a link to local press on this is at the bottom of the page.



To cope with education demands and an increase in the village population, the new school is essential and is well designed to meet with these demands.  More on that soon.

The biggest event this week is on Tuesday afternoon / evening at the Church Hall rooms on Church Street.  The Draft local plan drop in event takes place between 3.30pm and 6.30pm.

With further development within the plan, it is important that our residents have the chance to give their feedback on the plans and also engage with staff from the planning department at the council who will be able to answer your concerns.

Due to the recent activity and concern from residents we have advised them that this could be a very busy event and to ensure that there are enough staff to cope with this.

Official communication relating to Draft Local Plan Draft 1.

As mentioned in a previous post, there is a new consultation on the Draft Local Plan.  This is now available on the SDDC website.  This plan could affect all in South Derbyshire.  For further information please see below link which includes a list of planned Drop-in events including the event in Church Gresley on October 1st.

Health Profile information for Derbyshire 2013

We have had communicated Health Profile information for 2013 and Derbyshire is included in the results.  The data shown for Derbyshire is quite interesting.

Whilst favourable in many aspects versus the national average, there is concerning data involving alcohol, smoking during pregnancy and also concerning is the level of obesity in year 6 children.

The 2013 Health Profiles can be accessed via the Health Profiles website at www.healthprofiles.info. They contain a summary of information on the health of the people in your local authority area and some factors that may influence their health. You may find this information useful when planning how to improve health locally.  A link is included below which takes you directly to a number of previous reports.  the current one is at the top:

National Older People's Day event

We have received the following communication from the South Derbyshire CVS and would like to share for those interested:

Just a quick reminder about the event at Oakland Village next Monday 30th September to celebrate National Older People’s Day and to mark the launch of the South Derbyshire Befriending Service.

The event is in two distinct parts:

-          In the morning we are inviting representatives from organisations and community groups to attend a session, the aim of which is to review information and marketing resources. This is in response to concerns raised at the Derbyshire Handy Van Partnership about how accessible information for older people is and how organisations manage to follow up on information once they have given it out. This is a particular issue when people have dementia or other long term conditions that impinge on their ability to retain information. For example, once Telecare equipment is installed how can we be sure that people fully understand how to use it, how to maintain it and report any faults?

So come to our morning workshop session, bring your organisation’s information and check how it measures up on the accessibility scale!

In the afternoon we will be celebrating National Older People’s Day with a Full of Life drop in event where older people can find out about what’s going on the local area, meet some brilliant older people’s role models and have a go at new activities. We would like to encourage your organisation to have a stand at this event and, if possible, offer an activity in which older people might take part. Priority for stands will be given to those organisations which offer this.

Review of Your Police Your Views Event

On Tuesday 17th September at Sharpe's Pottery, the last of the "Your Police Your Views" event was held.

The event gave the public a chance to interact with the Police through presentations and a question and answer session.  There was also an interactive quiz throughout the evening to gauge public perception of the performance of the Police.

Speakers for the evening were Alan Charles (Police & Crime Commissioner for Derbyshire), Chief Superintendent Jack Atwal (Commander of 'D' Division) and Cllr Bob Wheeler (Chair of the Safer South Derbyshire Partnership).

All 3 presentations were interesting and showed how all 3 functions work in slightly different ways, but all together and with the public to help in bringing crime figures down.  Clearly there is need for concentration on the vulnerable and domestic abuse is a significant issue.  It is also clear that more focus is being put on victims compared to days past.

Questions and concerns were also asked about Alcohol, Drugs, 101 number reaction times and cyber crime.

Thorpe Downs Planning Application - Update

Due to the considerable amount of  feedback we have had it is appropriate to give an update on the planning application on Thorpe Downs Road and hopefully we'll be able to answer a few questions:

Several residents have expressed concern about the very small number of residents who were informed about the application.  Any given planning application can not receive more notification than another due to fairness - and we have asked this question in the recent past.  Based on this, the application on Thorpe Downs has been done to standard practice.  Going forward this is something that needs to be addressed.

Residents have also commented that when submitted their comments a warning comes up to inform them that as the valid-from date + 21 days has expired their comments may not be taken into consideration.  At the moment this is not an issue.  Now that the matter is being brought to planning committee further comments may be received up until the application is on an agenda.  If further comments are to be submitted, it is worth checking whether this is the case, but it will go beyond the current deadline date of 23rd September.

Residents have also contacted our local MP, Heather Wheeler so we will be monitoring any response and see if it is any different to the Conservative group voting to approve the local plan as is (i.e. with development planned for Thorpe Downs) and also over the 200+ homes off Swadlincote Lane .

Several residents have contacted us with their concerns and these are being duly noted.

As mentioned in the previous post, there is a meeting at the Scout Hut at 8pm on Wednesday 25th to discuss the issue.  Unfortunately this is the same night as Finance & Management Committee but at least one councillor will be in attendance.

Also, it would be a good opportunity to remind residents of the Drop in event for Draft Local Plan Part 1 at the Church Hall Rooms at 3.30pm -6.30pm on Tuesday 1st October.

Apologies for the late notice but on Monday 23rd September (tomorrow) between 3pm and 6pm there is a chance to have tamper-proof screws fitted to registration plates and also a chance to have bikes and scooters security marked.

This will take place in the car park outside Gresleydale Health Centre / Sainsbury's Local on Glamorgan Way in Church Gresley (Castleton Park).

Drop in event for Draft Local Plan Part 1

The next consultation stage of the Local Plan for South Derbyshire begins soon.  We will provide further links to this as they are publicised as part of the consultation will be online.

Once again there are a series of consultation events, the first of which will be held in the Church Gresley Ward.  The event is planned for Tuesday 1st October between 3.30 and 6.30pm at St George & Mary Church Hall Rooms on Church Street (as normal).

We advise residents from all over the ward to attend and particularly those who we have spoken to over recent days.

This event will not be aimed at any particular development but will be an overview of the whole local plan for South Derbyshire.  This event is run by South Derbyshire District Council and staff will be on hand to answer planning related questions relating to a number of items but may include the following:

  • Any developments planned within the ward.
  • Why the local plan is necessary
  • The housing targets required in South Derbyshire
  • An overview of where developments are planned and where they are not planned.
For those unable to attend, there will be further events planned around the district including Newhall, Woodville and Swadlincote.  Once the information is publicly available, we will link this on the blog

Further to recent comments from residents through meetings and other interactions, it seems appropriate to give an update on the whole local plan situation.

When the draft local plan first came to Environment & Developemnt Services committee we were unhappy with the balance of development, feeling that there was too much in the Urban Core area (Swadlincote, Church Gresley and Woodville in particular) and fringes of Derby and not enough, therefore as a Labour group we voted against the proposal.  We were defeated in this by the controlling party by 1 vote, hence the draft plan went ahead as proposed.

Due to the proposed inclusion of significant developments in the ward, we had to ensure that residents were aware of the first consultation event as it is the residents feedback that is vital.  Originally there was no event planned in Church Gresley but one was set up at the request of Gresley Councillors and the event was publicised in newsletters distributed in the area.  The turnout for the Church Gresley event was by far the biggest.  Some very important feedback was given by residents and subsequently on the local plan.

In between the Draft Local Plan event and the subsequent Developer hosted event (which was again advertised both by us councillors and also by local residents very effectively) a planning application was received for a development off Swadlincote Lane for 250 houses plus industrial units.  This was marked as not preferred in the local plan as it was earmarked for industrial use only.  At the planning committee all of the Gresley Councillors spoke against this unnecessary development with our key concerns being based on inadequate school provision and several other very pertinent points.  The application went ahead after a vote 7-6 in favour.

The Developer event attracted a large number of local residents and many opinions were exchanged, though the plans were generally only outline in format.

In the meantime, the council has been working on the feedback from the first consultation and we wait to see what this will bring.

Planning Application on Thorpe Downs Road

As many residents are aware there has been a planning application submitted for an access road at the end of Thorpe Downs Road.

This application has received a significant response from nearby residents.  This has been discussed with residents on Thorpe Downs Road and also at our recent Surgery.

The items has also been discussed on social media and some clarity is required as to the current situation and also the planning process in general:


  • The council receives a planning application from a developer /agent
  • The council communicates the application to local members by email and also contact affected residents and publicises the application.
  • The application appears on the website with all relevant supporting information.
  • The residents have a period of time(in this case up to 22nd September) to submit comments / objections whilst the planning officer deliberates.
  • If 2 or more objections are received or if there are certain circumstances, a local councillor can request that the application is "Called in" to go to Planning Committee rather than it being decided under delegated powers of the planning officer.  This has been done by Cllr Stuart following discussion with residents.
  • The planning officer will make their decision and prepare a report to the committee with a decision to grant or refuse the application.  This report will include the supporting information, any comments and objections, advice from other bodies to consult (Highways, Environment etc) and quote the planning law used to determine.
  • There may be a site visit prior to the planning committee.
  • Any people wishing to speak in support of the applicant or any objectors must register their intention to do so but only 1 person can speak in each position.
  • At committee, which is a public meeting, the planning officer will present their report.  The speakers will then present their support or objections (3 minute limit).  The planning officer has the chance to respond to any points they feel need addressing, then the Chairman will open up the debate.  The planning committee contains 13 members (7 Conservative, 6 Labour).  Any members with a personal interest in the case must declare it and any with a pecuniary interest or those that have stated an opinion will not be allowed to vote or may be asked to leave the meeting.  Local members who are not on the planning committee may speak if allowed by the chairman.
  • Following the debate, the most likely scenario is a vote whether to accept the officers recommendation.  In the event of a tie (if someone abstains), the chairman can use a casting vote.  Sometimes an application may be deferred and sometimes further conditions may be imposed.
  • If an application is refused, a valid planning reason must be given.  If the matter goes to appeals, the inspector will challenge the reasons for refusal.

Easy Green Recycling Scheme

Hopefully you will be aware that the new recycling scheme is nearly here.  If you have not received a new green bin with a caddy inside, please see link below.

There was a recent road-show at Castleton Park outside Gresleydale Surgery which proved popular.

We will now be able to recycle cardboard again and can now recycle plastic and glass.  This should have an effect to reduce the waste going into the general waste bin.

Review of Recent Events - in the ward

Aside from our monthly surgeries we have been busy in the ward in the following ways:


  • Street Surgery in Church Street
  • Canvassing in York Road, Gresleywood Road & Newlands Close areas
  • Delivery of a newsletter to 350 houses in the older area of the ward.
The street surgery had a lukewarm response with not many residents wishing to partake, though we will try the approach again as it was during the holidays.

The canvassing brought some positive responses and also gave us local members some feedback to act on.  From the street surgery and the canvassing, we had some useful feedback via the freepost letters.

The feedback included the following issues:

  • Issues relating to school parking and provision
  • Grass Cutting Issues
  • Littering on public footpaths
  • Traffic issues on Church Street
  • Trees overhanging affecting amenity.
In addition to the above we have also had feedback to other issues from residents relating to:

  • Broadband provision on Castleton Park
  • Access to recreation areas in Castle Gresley
  • Flooding Issues
  • Issues with play equipment.
Some of the issues have been resolved and others are in progress.  Not all issues have an immediate solution unfortunately.

We would like to thank all those who took the time to respond and for the compliments.

Review of Recent Events - in council

Further to our last post, this is the first significant post to the blog in a few weeks.

Those with good memories will remember that before the children went back to school we had something that resembled a summer.

Committees in council are kept to a minimum during the summer but we have been out and about within the ward.  As there are clearly more important issues within the ward at the moment, we'll just give a brief summary of recent events.

In Council, Church Gresley councillors have been present at the following meetings:

Environment & Development Services - 22nd August

Key issue with relevance to Church Gresley was to note the progress of the kerbside recycling scheme (see separate page) and also to note progress on the Community Infrastructure Levy and also the Draft Local Plan.

Housing and Community Services - 29th August

Active Nation presented a report about participation rates at Green Bank and Etwall Leisure Centres.  There has been a significant increase in participation over the last year which is very encouraging.  The success brings the challenge of managing capacity.

Finance and Management - 5th September

Several reports relating to the Budget, Corporate Plan and the Community Infrastructure Levy.

New Recycling Scheme - Roadshow in Church Gresley - Monday August 12th

Roadshows are being held across South Derbyshire to introduce residents to the easy, green recycling scheme.

On Monday August 12th August from 4pm-7pm there will be a demonstration at Gresleydale Health Centre on Glamorgan Way (Castleton Park).

A further event will take place on the Delph in Swadlincote from 10am-4pm on Friday 23rd August.

Street Surgery - 27th July

As part of our commitment to engage with as many residents as we can, we are going to be trialling street surgeries.  Our neighbouring Councillors in the Swadlincote Ward do regular Street Surgeries and they have received good feedback.

The way a street surgery works is as follows:

We will deliver a leaflet in the week leading up to the Surgery stating the time of the surgery (10:30am - 12pm).  If you want us to knock on your door during the surgery, please display it is a visible place and we will knock on your door.

If there is no leaflet on the window we will not knock on the door but will post a leaflet giving you the chance of feedback to us.

Our first Street Surgery will be on Church Street on 27th July.

Derbyshire Policing Survey 2013

The following note was sent to us from the Derbyshire Police and Crime Commissioners' office via the CVS:

Derbyshire’s largest annual policing survey is now available online to make it easier for people to voice their views on public safety.

This year’s questionnaire asks residents whether they know who Derbyshire’s Police and Crime Commissioner is and how to contact them, how safe they feel, what their understanding of frontline policing is, how their quality of life is affected by the fear of crime and their top five priorities for policing.

Commissioner Charles says: “It’s my job to secure a police service which meets the needs and expectations of the public but to do this I need genuine feedback about what we can do to improve their experience of policing, how crime impacts on their lives and what concerns them most.

“Have Your Say has become an extremely reliable information resource over the years and will be of equal value to myself as I strive to enhance performance and make Derbyshire even safer. By publishing the survey online, I hope that even the busiest of residents is able to find time to respond to the questions and take an active role in the future of policing in the county.”

Activities through the Summer

Following the recent spate of good weather and the schools starting to break up it is a good time to remind everyone of forthcoming events in the local area.

Following a successful Festival of Leisure and Our Big Gig, Maurice Lea Park will be playing host to a number of activities through the summer.

In the words of SDDC's  Community Sports Coach:

"With lots of sports and activities available there is no time for children and young people to get bored!

This year we have some additional equipment all of which has been externally funded, including a human table football inflatable, a laser combat arena, a new orienteering programme called Xplorer and the new teenage craze slacklining!"

One for the diary is National Play Day on Wednesday August 7th.  This event is very popular.

Review of Our Big Gig

On a glorious Sunday afternoon 14th July, Maurice Lea Park Bandstand played host to Our Big Gig.  Last year the event was called the Bandstand Marathon and has been re branded this year.  Sunday was the last day that events had taken place across the country.

For the crowds that turned up on Sunday, they were treated to a variety of acts for free.  There was also a good selection of refreshments provided by members of St George and Mary Church at very modest prices and some for free.

With the weather being sunny, plenty of seats for the audience it was a wonderful afternoons entertainment that we would love to see on the park more often through out summer.

The acts taking part included The Elliot Rose Project (rock / pop), Nikita's Mini Stars (dance and choir from 3 to11 year olds), The Gresley Puppeteers, Benedict Choules & George Robson (singing duet), Newhall Centre Signers (performed dance through sign language), Sing 4 Pleasure group (easy listening), Chloe Marcela (singer/guitarist) and Without Juliet (Rock Band).  Variety indeed.

Our Big Gig - Sunday 14th July

This coming Sunday sees the second Bandstand Marathon event taking place in Maurice Lea Park.

This year it is has been renamed Our Big Gig.  The event will run from 1pm to 5pm in the bandstand at Maurice Lea Park and will feature performances from a number of different acts.

The weather forecast looks good again, it's absolutely free to watch and apparently an ice cream van will be there too!

If you have time, it is certainly worth having a look and supporting those performing.

Safer Neighbourhoods and Area Forum

Tuesday saw the quarterly Safer Neighbourhood and separate Area Forum Meeting held for the first time at the Oaklands retirement village.

The Safer Neighbourhoods meeting started with an introduction to new area inspector Nigel Lidsey who addressed the meeting at the start.  Returning to the area where he was raised he spoke passionately about how the area is safe and he is determined that it remains so.  For more information on his appointment please see link at the bottom of the page.

The introduction was followed by a roundup from the rest of the area PCSOs and police staff.  The key headlines are as follows:


  • In most areas crime is down
  • There has been a significant increase in non dwelling burglaries and this has been a priority focus.
  • Shoplifting offences have risen but this was mainly due to those being caught having already stolen from places beforehand.


It was agreed at the meeting that Gresley Old Hall will benefit from some funding for lighting in order to combat antisocial behaviour.  As an area identified as a potential hotspot and one that has invested in numerous improvements, this was approved by all present.

The public questions then raised several issues, mainly parking issues in Woodville and speeding throughout the area and several issues on Coppice Side.  It was pointed out by a former County Councillor that the issues needed to be resolved.  It was pointed out in return that most of the issues raised had been ongoing certainly for the last 2 years if not longer - see more below.

In a generally similar area forum meeting, Coppice Side again came to the forefront of discussion but not before Cllr Dunn mentioned that the Woodville Regeneration scheme was one being considered for funding.

In a moment of true audacity following a lack of action on previous County Council issues, a former County Councillor spoke loudly, if not with common sense, about the lack of activity at Matlock on such matters.  In a queue to respond it was pointed out that he had been representing us in Matlock for the last 4 years and the sentiments were at best a little rich!.

When relating to Coppice Side, it was reported in the press prior to the election in May that this said person had promised to do something about the situation.  Strange that in the last 9 forums over more than 2 years he has not put anything into the debate when Coppice Side inevitably is raised in debate.

On that subject, it was nice to see that Church Gresley was actually represented by a County Councillor, having had 6 meetings without the incumbent attending.

Coppice Side, it was noted had already been mentioned to a senior officer at Matlock with regard to it's role in a traffic plan around Swadlincote and not just by piecemeal.  Along with requests to improve access and safety at the Wydale junction off Swadlincote Lane and the above news on the Woodville Regeneration there is clearly a determination to ensure some of these perpetually re-occurring items are moved up and off the agenda.

A question was also asked about the Memorial Club in Church Gresley and it was pointed out that this matter is being dealt with via the District Council following feedback from our own surgeries.

Review of Festival of Leisure 2013

The last weekend in June brought some fantastic weather and a large number of people visited Maurice Lea Park for the South Derbyshire Festival of Leisure.

With an action packed timetable in the main events arena, a huge variety of stalls, displays and rides nicely complimented with entertainment from the bandstand it was an event with appeal to all.

Both days saw huge crowds with many stall holders stating it was a successful event.  Although most visitors were local, there were also visitors from further afield including some from South Gloucestershire looking to set up a similar show.

Festival of Leisure almost upon us

Once again, Maurice Lea Park plays host to the South Derbyshire Festival of Leisure this coming weekend.

The event takes place between 12.30pm and 5pm on Saturday 29th June and Sunday 30th June.

With many events and stalls suitable for the whole family it promises to be a great event again.

Official Unveiling of the Outdoor Gym Equipment - Maurice Lea Park

On Thursday 20th June, Cllr Rhind and myself were fortunate to attend the unveiling of the new outdoor gym equipment at Maurice Lea Park.

Representatives of the council, including those closest to the project joined the Chair of the Council - Ann Hood and her consort Frank, our local PCSOs, members of walking and health referral groups and ourselves.  We were shown 4 pieces of the equipment, told how to use them and also given the chance to try them out.

Before the tour started the background of the project was explained.  The project was funded using a grant and is a pilot project which, if successful, will be expanded to other areas.

The equipment tendering process was carefully considered with input invited groups with an interest in health & well-being.  This included trying out equipment already installed in other areas.  A display also featured at the Healthier South Derbyshire day in March with the public invited to make comment.

The 6 pieces of equipment are spread out through the park so it encourages a circuit based approach and makes it less likely for people to congregate around.

The equipment is aimed at everybody over the age of 12 and some of the equipment is suitable for use by wheelchair users.  Each piece of equipment has instructions on and shows the parts of the body worked during the exercise and how long is recommended for each level of user.

The initial response has been very positive with the equipment being very well by young and old including people recovering from illness.

More on the Big Scoop

As part of the ongoing initiative to improve the control of dog fouling, SDDC recently announced that it was in partnership with The Big Scoop and Keep Britain Tidy.

This Friday 14 June, 2013 the Safer Neighbourhood Warden team is going to be in action clearing up irresponsible dog owners’ mess.

The team will be using some free equipment which has come from The Dogs’ Trust as part of its Big Scoop campaign.

They are planning to be at Woodville Rec, the Highgrove estate off Brunel Way in Church Gresley and clearing the “jitty” between Pennine Way School and the cemetery during the day.

New Gym Equipment in Maurice Lea Park

As some of you may have already spotted there has been some new equipment installed in Maurice Lea Park.




This will be officially unveiled over the next couple of weeks and some information with how best to use the equipment will be displayed too.

The concept of adult outdoor gym equipment is popular on the continent and is gradually increasing in popularity here.  The equipment was selected following trials by walking and fitness groups on different equipment throughout the region and also a display at the Healthier South Derbyshire event.

This pilot scheme was paid for by external funding and if successful could be extended in other areas.

As well as encouraging adults to partake in physical exercise some areas have also noted a decrease in anti-social behaviour due to increased park usage.  Having only been installed on Friday 7th the new equipment was proving popular over the following weekend.

Getting behind the scenes - and the dirt

Some of the key issues within the ward over recent times have been related to fly-tipping, littering and dog fouling.  These are issues we are keen to see minimised and we can have an effect on this.

What we are striving for is a proactive approach that will have sustainable actions rather than short term measures.

We have been working with the council to ensure that common areas are identified and action is taken.  Examples of this have been included in the blog.

One of the latest developments was a morning behind the scenes to see how our safer neighbourhood wardens work.  I am very grateful to SDDC for allowing me to spend a morning with one of the wardens.  It gave me a good insight in a brief window to see some of the work done and also a chance to discuss ideas and give feedback from observations.  These observations have been passed on to the head of service for Housing and Community Services and any response will be further communicated.

In the one morning alone the following types of activities were observed:

  • Reports of an abandoned vehicle in Swadlincote
  • Checks on the Recycling Centre on York Road for tidiness and evidence of Fly tipping.
  • Checks on litter at Glamorgan Way shopping area.
  • Reported Fly Tipping at Willington
  • Removal of a dead animal in Willington (reported as a dog)
  • Noise pollution observations in Hilton
In a further development SDDC have announced via Twitter a new dog fouling initiative.  They are teaming up with @DogsTrust and @KeepBritainTidy to promote #TheBigScoop. http://www.thebigscoop.org.uk .

Albert Village Lake

There has been a lot of focus lately on Albert Village Lake and issues with dog fouling and littering due to the removal of bins.

Whilst Albert Village Lake is in Leicestershire and is on land owned by the National Forest Company there have been requests for the council to sort out the mess but this can not be done.

Despite not being in our ward, it is a well used local amenity and is popular with our residents so it is worth mentioning within the blog.  It is also part of the National Cycle Network that I monitor.

The National Forest Company took the decision to stop providing litter bins as they could no longer collect the rubbish.  By not providing bins it was hoped that people would be encouraged to take litter home.

Sadly this is not the case and recently the problem has escalated.  This is such a shame as the lake has recently has a number of new arrivals such as goslings and ducklings.

It is worth noting that a number of people have taken it upon themselves to clean the area up.  I hope that the National Forest Company is grateful to these people as we all should be.

Jon Wheal attends Labour Branch Meeting

Labour Parliamentary Candidate for Burton and Uttoxeter Jon Wheale was our guest speaker at Labour Branch last night.

Jon gave us an brief introduction about his upbringing in Burton, his career in the Army, his subsequent studies in Human Rights and selection as Labour Candidate.

After a discussion on the recent County Council Elections and his campaign he answered a number of questions including subjects such as Human Rights, Immigration, Media Profile and Europe with honesty and great ability.

We are grateful for Jon and his CLP secretary Andrew Betteridge for coming and we hope he enjoyed his light South Derbyshire grilling!

Review of Civic Council

Last Thursday (30th May) saw councillors attend the annual Civic Council in the Town Hall.  The Civic Council is the ceremony where the new Chair and vice-chair are selected and the charities announced.

Last years Chair was Cllr Mick Bale who represents Hilton Ward.  His chosen charities were the British Heart Foundation and The Land Girls Tribute. Cllr Bale was a popular choice and was selected by both sides of the chamber and was a very able and popular chairman.

This years Chair is Cllr Ann Hood from the Willington & Findern Ward.  Her chosen charities are The Royal National Lifeboat Association and the amputee department of the Royal Derby Hospital.  We wish her all the best.

Below is a story from the Burton Mail relating to the event.  There are 2 key points from the meeting that are not captured and these are:

1:  The Labour group nominated Cllr Sean Bambrick as Vice-Chair.  A very popular and hard working local councillor, Sean was being considered for Chair before the council changed control.  A vote followed and Cllr Murray was voted in as vice chair by a small margin.

2:  The local Air Training Corps Squadron (1211) also won a Merit of Honour award - the first of it's kind.  This is the latest honour for the squadron and follows those such as the Derbyshire Young Achiever award.  As a former cadet I was extremely pleased to see this recognition and encourage young people to consider joining the ATC.

Another point not mentioned in the report below, but in a separate article was the call to support local teenage swimmer Lewis White in his attempts to go to Rio 2016 Paralympics.  Lewis won an award at the South Derbyshire Sports awards last year and those attending were shown a video of his progress.  We wish Lewis all the best and would love to see him in the Rio team.
